Import Safety & Security Declarations

The British Government introduced new procedures for inbound road freight movements to the UK from 31st January 2025. These new procedures are Entry Summary Declarations (ENS), also known as Safety and Security Declarations (SSDs), which declare the goods on board freight vehicles travelling to the UK. They are not strictly customs procedures but are more security procedures so there is a record for government agencies of goods movements into the United Kingdom.  

Harbour Shipping Does Security Declarations for Our Clients

Security Declarations (SSDs / ENS) are the responsibility of the hauliers and carriers, not the customs brokers or importers. The requirement is for an accurate Security Declaration for each consignment aboard a vehicle so, if there are multiple consignments on board a truck, there must be multiple Security Declarations. Failure to complete accurate Security Declarations means hauliers and carriers could be held liable for civil financial penalties (fines).

At Harbour Shipping we understand not all hauliers or carriers have the right software; or sufficient time or capacity to create ENS / SSDs for their shipments. We have the right software to complete the accurate Security Declarations required for each consignment.

What we need to help you:

The haulier (NOT the importer) needs to empower us with a letter to complete Security Declarations on their behalf. Then for each declaration we must declare:

  • Haulier / Carrier Company Name
  • Haulier / Carrier Company Address
  • GB EORI Number.
  • Load details (usually from the commercial invoice/packing list)
  • Vehicle number arriving at the border and the
  • Date, Time and Place of arrival at the UK border.

Goods Exempt from Security Declarations

The main exempt goods are:

  • Household Effects that are being moved by the owner of the goods. It excludes effects that are being moved commercially (under a verbal or written contract).
  • Goods covered by an ATA Carnet that are being moved by the owner of the ATA Carnet. It excludes ATA Carnet goods being moved commercially.
