New Safety & Security Declarations

We write to remind you that the UK Government will introduce inbound safety and security declarations (ENS) in the UK from 31st January 2025 for road freight movements.

New Haulier (Carrier) Responsibilities

The Haulier (Carrier) will be responsible for the completion of the said declarations, along with the accuracy of the declaration and could be held liable for civil financial penalties for irregularities. A declaration per consignment will be required.

Harbour Shipping can help our clients make the declarations

Unfortunately the UK Government will not be providing a system where these declarations can be keyed online by the carrier. So declarations of Safety and Security GB can only be made by third party software. Harbour Shipping holds this software and we would be delighted to assist our clients if you wish us to do so.

In order to be able to complete Safety and Security declarations we would need to be empowered by the haulier (carrier) to complete them on their behalf. On each declaration we need to be declaring their company name, address and GB EORI Number. In addition to the load details which will be provided on the commercial invoice/packing list, we MUST also quote the vehicle number arriving at the border and the date and time of arrival at the border.

Current waiver territories

At the time of writing, a waiver for completing declarations applies on goods from the following territories:

  • Andorra
  • Ceuta and Melilla
  • Heligoland
  • Liechtenstein
  • Monaco
  • Norway
  • San Marino
  • Switzerland
  • The municipalities of Livigno Campione d’Italia
  • The Italian national water of Lake Lugano, which are between the lakeshore and the political frontier of the area between Ponte Tresa and Porto Ceresio.
  • The Vatican City State

This list includes:

Household Effects that are being moved by the owner of the goods. It excludes effects that are being moved commercially (under a verbal or written contract).

Goods covered by an ATA Carnet that are being moved by the owner of the ATA Carnet. It excludes ATA Carnet goods being moved commercially.
